I’ve noticed this recently, both with Firefox and Opera browsers (on Win10). I noticed this several (5?) years ago, to the point where it became so annoying that I created a userscript to manually tweak the punctuation and special characters, like accents.

Quotes are coming up as carets or circumflexes as well. I did not notice this until the migration this past week.

I would wager a bet pasting from another source you need to check your “text encoding”. Even pasting into another text editor you can’t be certain unless you check deeper.

You can see above that “text encoding” came out fine. I typed directly into the FR Textbox.
