According to the BMV website, “If your license, ID card, or vehicle registration (including plates and stickers) expired on or after March 9, 2020, your expiration date has been automatically extended until 90 days after Ohio’s state of emergency ends or December 1, 2020, whichever comes first.”

Identity information should have never been supplied to anyone other than another state agency.
I work TX elections. The DMV offices are utilized by Harris County for purposes of identification. The law requires a photo ID. Make sure you are registered to vote with the county clerk and any other papers that DMV might have given you to show you are waiting to receive your TX ID. Sometimes voters have to bring the photo copy of their license until the hard copy arrives.Should you encounter problems when you VOTE IN PERSON the election judge can track down your info or ascertain your voting eligibility. You have tons of days in Oct to vote early starting Oct 13.
The Harris County Judge & the Democrat County Clerk have approved a big pot of money for use in this election.That is probably what you are seeing when you get pre-filled voter forms in the mail. The property taxes continue to rise in TX and this is what they use the money for....
Better go to the local Republican office for your county and run thru the Q&A.

Also, what Texas county are you in? Is it run by the Democrats?
Lastly, you should send your concerns to the Texas Secretary of State instead of the Governor’s office. The SoC is the agency which controls elections.

I received the following from the SOS:
It is not necessary to obtain a Texas drivers license before registering to vote. To be eligible to vote in Texas a voter must complete a voter registration application and submit it to the voter registrar in their county of residence. The application may be completed using the last four digits of a social security number instead of a Texas drivers license number. Anyone may complete the informal online application here on our website, then print it out and submit it via mail or hand-delivery to the county voter registrar: https://webservices.sos.state.tx.us/vrapp/index.asp
However, note that when appearing to vote in-person, it is necessary to present a valid form of photo ID. There are seven types of valid photo ID, including a Texas drivers license, a US passport, and certain other types of identification. If one does not have access to any of those valid forms of ID and cannot reasonably obtain one, they may still vote a regular ballot if they provide a supporting form of ID that includes their name and address and complete a Reasonable Impediment Declaration at the polling place. There have not been any changes to the ID requirements for the November election, however it is possible to present ID other than a Texas driver’s license, as discussed above.
