I received the following from the SOS:
It is not necessary to obtain a Texas drivers license before registering to vote. To be eligible to vote in Texas a voter must complete a voter registration application and submit it to the voter registrar in their county of residence. The application may be completed using the last four digits of a social security number instead of a Texas drivers license number. Anyone may complete the informal online application here on our website, then print it out and submit it via mail or hand-delivery to the county voter registrar: https://webservices.sos.state.tx.us/vrapp/index.asp
However, note that when appearing to vote in-person, it is necessary to present a valid form of photo ID. There are seven types of valid photo ID, including a Texas drivers license, a US passport, and certain other types of identification. If one does not have access to any of those valid forms of ID and cannot reasonably obtain one, they may still vote a regular ballot if they provide a supporting form of ID that includes their name and address and complete a Reasonable Impediment Declaration at the polling place. We explain the voter ID requirements in more detail and explain exactly which types of ID are sufficient here on our website: https://www.votetexas.gov/register-to-vote/need-id.html
There have not been any changes to the ID requirements for the November election, however it is possible to present ID other than a Texas driver’s license, as discussed above.
Please let us know if you have any other questions about this issue or anything else relating to the election. You can reach us at Elections@sos.texas.gov or 1-800-252-8683, or you can visit our website at votetexas.gov.

So I went to the website suggested in the email the SoS sent me and it appears one can vote if one fills out a form and shows a utility bill with ones name and address on it? So does that mean anyone living in the state can vote without showing proof of citizenship?
Im going to register and show up, but I do not have any of the IDs they consider to be valid. It doesnt look good to me that we will be counted. I almost hope they dont count our votes since lots of illegals have utility bills. ;)
