I believe the evidence suggests that COVID-19 was a very early stage in the development of a chilling new bioweapon known as a targeted pathogen. The concept is to genetically modify a highly-contagious virus so that it is largely asymptomatic for 99.999% of the population, but is highly lethal to individuals that match the specifically encoded genetic target map. As long as you are able to obtain a genetic sample of your target, you can launch an attack against him by releasing a tiny sample of the virus into an urban population anywhere in the world, and within a few months, it could spread to nearly the entire human race, and almost certainly kill your target, whether he is the President of a superpower, or an extremely well hidden arch-terrorist, along with a few hundred or a few thousand sick old people. Eh, collateral damage, what can you do?
In 2012, John Ringo wrote the following in a well-researched essay:
A few years ago, at a bio conference in London, a researcher proudly stood up and showed that his lab had proven they could create an infection that would infect a vast swath of population (choose species, genus, phylum or family) but only kill ONE INDIVIDUAL based upon that individual's DNA.
When he asked for questions one member of the audience stood up and proclaimed:
"We've known that in (university research center) for the last five years but we were never STUPID enough to speak about it in PUBLIC!"
I believe that the virology center in Wuhan was working on this, using a pathogen loosely based on SARS. They were planning on testing it on groups of death-row inmates. For example: take 20 prisoners and confine them in a level-4 biocontainment facility, although they are permitted to mingle with each other. Select three of the inmates as biotargets, and program 3 separate strains of the virus with their individual genetic signature. Expose a single member (not the target) the group to each strain, separating the exposure times by a month or so to insure that an exposure to a strain of the virus that targets patient A will not grant immunity to carrying the virus which targets Patients B or C. After the three tests have completed, all remaining test subjects would be killed and carefully autopsied to check for subtle effects from being virus carriers.
Clearly, COVID-19 is an early prototype that does not meet its design requirements. It causes severe, frequently fatal symptoms in far too many non-targets.
IMHO, the reaction of the Chinese government to the early stages of the pandemic appears to support this theory.

It seems sanctuary cities and states brought a large number of infected illegal aliens who were not medically vetted when welcomed into New York and other free states. Cuomo is responsible for inviting thousands of infected illegals into his sanctuary state.

Unless the goal is single payer health care / medicare for all / shrink population / reduce costs etc etc. Who's it taking out? Old poor people mainly but also some unhealthy/obese people.
Some theories have it as originally being developed here and being stolen by China with the help of someone here or in Canada. I've always enjoyed a good conspiracy theory as entertainment but since 2015/16, they're less entertainment and more plausible because we've watched a real doozy slowly unfold before our eyes. Maybe it was supposed to be unleashed under pantsuit to make single payer more doable and help save dem state/city budgets. Other western countries have the same situation. Occam's Razor says it is exactly what we thought it was. The Wuhan virology institute was experimenting with SARS coronaviruses found in bats. They said so publicly last fall. One in particular was even nastier than SARS v.1. Their containment was sloppy and it got out into the general population. The Chinese tried to hush it up rather than contain the outbreak in an early stage. It spread through the population in China, and then through the world via jet travel.
So who was the target in your opinion?
Good stuff for a novel, but not reality.
If I have right, the thought is that a virus could be designed to be fatal to only on e persons DNA. The virus would be released remotely from the target, infecting thousands or millions asymptomatically until it reached the individual for which it was designed to kill. Even if the target were a small related group and not one individual, such a virus woul have to be exquisitely specialized for the task. But viruses mutate quickly, and while such a scheme might look good on paper, by the time the virus has passed through any number of hosts, who knows what direction its mutations would send it toward.
Your conclusions would explain our government’s extreme reaction to the outbreak.

It was done for something more than just insurance. It was done to get Trump blamed for it’s arrival and that failed. So the states used it to hammer the economy, Trump’s strong point, to harm him in November.

As I said before, I believe this was an accidental release, from the early stages of the development of a cutting-edge biological weapon designed for assassinations.
Asking who was the intended target at this stage is comparable to hearing about the development of an advanced cruise missile or sniper rifle and asking who the intended target is.
The closest answer I could give is “any future hard-to-reach enemies of the Chinese government”

This was the same initial response that I got from my brother, a Marine. But I believe you are both drawing the wrong conclusions due to invalid assumptions.
1) This isn’t supposed to be a weapon of war. It is supposed to be a tool for discrete, deniable, nearly untraceable assassinations of difficult targets.
2) The 1% mortality rates of non-targets is not low, it is unsatisfactorily high. The rate should be closer to 0.001% or lower, so that the infection passes nearly unnoticed through almost the entire world population, until it infects the preprogrammed targets.
3) Of course I don’t believe this is a finished product. It looks more like a first or second attempt that slipped out of the lab through carelessness.
And it sure does seem to help "reduce" a society's "useless feeders" like the elderly and chronically ill.
And of course, Communist China has a long history of "population reduction" by the million.
