Except for one thing: many Chinese migrant worker carries cellphones with multiple numbers (that's why dual-SIM cellphones are popular in that country). 21 million numbers gone mean 21 million numbers deactivated because they were no being used by migrant workers.

I don’t think a burner phone would count as a subscription.
A lot of people might have a subscription that is paid for by their employer, but if they’re laid off there’s no reason for the company to keep paying for it.

Why did this happen?

1. Because they lost their jobs from the economic fallout from coronairus? Ref, see US where job cliams jumped by 5 million over coronavirus lock-downs, and that is just for starters.

2. People with multiple cell phones just gave up one of their phones when they lost their jobs.

3. Companies sacking employees withdrew the work cell phones.

4. There are close to 800 million cell phone subscribers in China. 21 million is totally insignificant.

Good point. I have a dual sim card cell phone, plus another single sim cell phone, making 3 numbers altogether, but just two physical phones.

21 million is only 1.5 percent of the population.

So many people there lost their income, it makes sense that perhaps 1.5% of them might need to cut back on their spending and do without one of their family’s phones for a while.
