Every Governor, including Cuomo, in the country has full aothority to address the virus.
The media will pat their heads and commiserate when they blam the Feds... but no one with knowledge of the Constitution.
The most obvious, and cheap and easy, thing the Gpovernors could have done was testing.
Sure, there are costs and regulatory hurdles.
But it was their job to get around those hurdles.
And they had the full authority to do so.
So, despite the media narrative, it is the Governors to blame for all the early failures. Not the feds.

Here in Washington state there were eight more deaths.
There were about 300 more who tested positive but the DOH is no longer reporting the positive and the negative so we cannot see how many were tested to arrive at 300 more positive. It seems like that is keep us in the dark about how many are negative.
Also, they were reporting the Confirmed Cases by Sex. They have changed it to be Confirmed cases by gender, which tells us nothing.
It appears that the DOH is really getting into a hide-the-ball scenario.
I hope the family of the groundhog he killed gets front-row seats.

ATLANTA, Ga. (WALB) - At a Thursday afternoon press conference, Georgia Gov. Brian Kemp said a coronavirus-related death has been reported in Early County.
In total, five coronavirus-related deaths have happened in Southwest Georgia.
The patient was a 48-year-old woman, according to Tallahassee Memorial Hospital. The woman is from Early County and was taken to Tallahassee, Fla. to be hospitalized, according to the coroner.

So she does have body doubles; how about food tasters?
There are many things the governors could do that they did not do.
They could have built additional hospitals, mobilized the national guard, told the truth to the public, etc.
But, unfortunately, the CDC had absolute control over testing for state labs. The FDA had absolute control over testing for commercial labs. The governors/private labs were not allowed to test without CDC/FDA approval:

The Fed agencies cannot take that authority from the Governors. Even if Congress and the states let them.
Takes a Constitutional amendment.
It’s not like immigration where the courts can look at the clear language of the Constitution and rule for the Feds.
It’s not even comparable to the commerce clause arguments.
Now, sure, no state wants the expense of a Supreme Court case. But that could have been avoided by calling the testing “research”- and publicizing the results.
Which is what Seattle researchers did when their Governor wouldn’t back them.
