Every Governor, including Cuomo, in the country has full aothority to address the virus.
The media will pat their heads and commiserate when they blam the Feds... but no one with knowledge of the Constitution.
The most obvious, and cheap and easy, thing the Gpovernors could have done was testing.
Sure, there are costs and regulatory hurdles.
But it was their job to get around those hurdles.
And they had the full authority to do so.
So, despite the media narrative, it is the Governors to blame for all the early failures. Not the feds.
There are many things the governors could do that they did not do.
They could have built additional hospitals, mobilized the national guard, told the truth to the public, etc.
But, unfortunately, the CDC had absolute control over testing for state labs. The FDA had absolute control over testing for commercial labs. The governors/private labs were not allowed to test without CDC/FDA approval:
