The city of South Fulton announced overnight that three firefighters are quarantined to their homes after coming into contact with the coronavirus-infected teacher who prompted Fulton County district schools to close Tuesday.
The city’s communications staff sent a 1:15 a.m. news release saying Fire Station 15 on Cedar Grove Road was closing and the undisclosed number of firefighters would be quarantined 14

If they want to go for option 4 they should ignore the disease—they are unwilling to seriously flatten the curve—just ignore it.

Their aim is to slow the growth so the healthcare system isn’t overloaded, and treat the most vulnerable.
It’s possible they can succeed. Possible they won’t.
Hoping they know more and better than we do, but hard to do.

It’s interesting that China had that same choice, but when they saw the effects of it being uncontrolled, it was too much even for them - and so they moved to stop it.
So your ‘burn-out’ theory may well be right, but will is our government ready for the human-misery fallout - China wasn’t, and apparently that’s the case of every other country (except maybe Iran).

NBC News has a pretty good US map showing which states have cases and how many each has. It is not updated frequently, however.
