The police have a job to do and it's not determining some sort of medical history first. My guess is that this "boy" suffered little more than a temporary personal inconvenience, just as I did when a policeman pulled me over last month.

He had his mom there who had called the ambulance and was attempting to explain the situation to the police who beat the ambulance to the scene.

Perhaps the mom, who is with near certainly an illegal alien, should learn more English...it would come in handy in situations such as this.
If someone is actually having a seizure, handcuffing them instead of taking them to a hospital is just plain dumb. What would you say if a police officer decided to arrest someone for trespassing because they collapsed from a heart attack on somebody’s lawn instead of calling for an ambulance and administering CPR?

I completely understand, but it should never be required to prevent LE from giving you the other kind of bracelets.

Was he wearing briefs or boxers?
Was he wearing sneakers or loafers?
Was he wearing a watch and if so what hand?
Was he wearing a shirt, a hoodie or a sweater?
Was he wearing a hat?

And because training costs money that municipalities don’t want to spend. They would rather hire veteran LE already trained but often carry their own baggage.

You might also have added the article does not say the child was arrested as a matter of law. Sitting in the back of a police unit does not constitute such an arrest and being placed on the ground may have been an expedient means of avoiding risk of injury to the child.

Possibly but unlikely. It depends upon what the body cams show.
Unfortunately doctors are not in the habit of recommending patients get medical alert.
maybe after eight years of vilification from obummer along with an additional three years of temper tantrums and stompy feet from looney lefties could it be law enforcement is getting tired of dealing with all the bullsh*t thrown at them like the rest of us are...
Or they could have just let him be until the EMTs got there.
Post-seizure and hypoglycemic patients can be combative, but they are very unlikely to be aggressive. No energy and their radius of awareness is about five feet.
Give them space.
Also I object as a matter of civic principle to cops handcuffing people until they can sort things out. IMO there had better be grounds for charges, otherwise it’s no way to treat the citizens of a free country.
I don’t believe that they recommend handcuffing them either.

Seizure is a medical issue. Police patrol officers should have enough intelligence to refer a medical issue—someone seeking medical help—to paramedics.
If you’re sober you should know this, so we’ll chalk it up to thoughtless offhand comment. If not, don’t drink and post.

And this is another problem. Being handcuffed and imprisoned even temporarily should never be considered as simple “detainment”. The cuffs should never go on until an officer is willing to commit to and conduct a legal arrest.
