There is no provable health hazard caused by a biological interaction.
The exposure standards are based on tissue heating. Long ago they did animal studies - they increased the RF exposure to the point where they noticed a behavioral change in animals. Then they divided that by 10 for humans in an occupational role (where they can presumably control and are aware of their exposure). Then the divided by 5 and made that the general public exposure level.
So the general public level is 50 times less than the level at which animal behavior changes were noticed.

Ionizing radiation is defined by frequency, not power. All radio frequencies are non-ionizing.

It really depends on power. For example, radar uses an ionizing tube to block high power radar waves from the magnetron and allows the low power reflected waves to use the same antenna and waveguide.
