Sanctuary Cities also routinely under report crimes by apparent illegals. For instance, in Indianapolis, I’ve had relatives tell me no citations are issued for illegals when they cause an accident or break other moving laws.
Also, it can’t be known how many are using someone else’s identification. Any use of that is a separate crime, every time.
Any arrest in which they are let out on their own recognizance also means they will likely skip out and just jot appear, probably to head to another sanctuary city to start the cycle over.
Cities routinely reclassify crimes as misdemeanors, with even Dallas allowing crimes up to $750 to not be registered or investigated.
When you reclassify crimes as “legal,” of course your crime rates go down.

- The “Crime” rate would only be lower in sanctuary cities if (as is often the case) the illegal alien is not arrested because it is a waist of time for the police officer, or not convicted because they are let go by a liberal judge who “sympathizes” with the criminal alien.

In my experience, Chicago has always had strong elements of a sanctuary city. My NW side neighborhood had thousands of DPs, Europeans who fled the war and the communist takeover of Eastern Europe. Most of these DPs were illegal aliens.
Chicago was slow to give Hispanic illegals the same respect. But it gradually came.
Chicago bribery/extortion is based on everything being illegal and passing money to not enforce the law. So when an illegal (of any ethnicity) got in a bar fight or a fight with a girlfriend or rival suiter (the 3 most common meetings of police with illegals) enforcement was based on passing bribes.
But most illegals did not feel comfortable calling the police, especially when they were seen as easy pickings by the predators. So many illegals practiced conceal carry, the same as many Italians and Jews who were not illegal.
