Rodney is currently being held at Penal County Jail on a charge of abandonment or concealment of a body. He didn't abandon her and she wasn't concealed so they need to come up with another charge.

Concealment would be almost as difficult since she was in plain sight in the front seat and not wrapped in a tarp and strapped to the roof.
Does Arizona really have a county named Penal? Or is it Pima?
