Police are generally more conservative than the general public, even in lefty strongholds like Cshitcago.
I cannot even fathom investing a good portion of you LEO career in a department like that and try to hold out until retirement.

IMHO, this is the real reason for not only dropping the charges, but for also sealing the records.
