My read is that there is standing guidance that the SES is well protected but caveat that guidance could be reissued. I’m also of the mindset of Rush if above post earlier is correct and people are being dissuaded from discussing the possible RIF lest the RATs get restless.
Certainly the shutdown and all the other theater that abounds in this movie sets the stage for SOTU to (once again) be a good place + time for a reality check.
Certainly letting myths & stereotypes ala “Russia” persist and scoundrels abound should not be part of a proper plan ;)

As a pinch hitter, he could be a president. I’m looking only at Pompeo and Mulvaney this last year. Pomp has gravitas (High military and heavyweight) and Mulvaney is all brains and Energy.

At the point you publicly announce you are doing a consolidation and reorg and inform the heads of those departments Congress and all the Dem house media outlets start to scream and pee all over themselves. Then, lawyers and courts and all that.
