I am not sold on this theory that CTL’s 911 outage has anything to do with DS or Q; although, it could result from a hack.
911 telecom systems are an incredibly complex hodge-podge of old and new technologies. Evidently CTL did not have 100% redundancy, which would be extremely expensive. I do not see a boogeyman.
