According to Mark Levin and Joseph DeGenova, Mueller can’t make an impeachment report based on Grand jury information because GJ information is to remain secret. Also he isn’t supposed to be making referrals to Congress for impeachment. That is not his job. Not that rules make any difference to these rogues.
