There may be 45000 sealed indictments, that doesn’t mean there are 45000 people charged. It is typical with the federal court system that multiple indictments exist per defendant. Look at Manafort. He has 18 charges filed against him. Just a guess but we can use ten indictments per person. That works out to 4500 people to arrest, a lot more manageable number. Also the court can use US Marshall’s to serve those as well, not just FBI.

Well, as some doubters, yourself included I believe, have brought up in the past, those 45000 don’t represent 45K individuals. I’m thinking the actual number could be far below that. As we’ve thought before, some of these people could be charged with hundreds, thousands of crimes.
Still, hard to believe there would not be several thousands individuals.
