The system intends to make the public believe it is honest and impartial, and many ethical rules exist to perpetuate that myth. at the same time, the system will not hold itself accountable to anybody except itself. it is "self policing." it will always claim to be impartial. Depends how vehemently you argue, how often you express the same thought on a thread you haven't followed. Since there is no declaration of intent, the position can only be inferred.
Additionally, this question has been asked(stated) and answered many times, sometimes by the same people. It gets tiresome.
