The system intends to make the public believe it is honest and impartial, and many ethical rules exist to perpetuate that myth. at the same time, the system will not hold itself accountable to anybody except itself. it is "self policing." it will always claim to be impartial. See Strzok claiming he is unbiased.
There is no meaningful or effective enforcement mechanism for ethical violations, especially not against prosecutors.
