I took it to mean that at that time they changed to a social medicine model. I am unable to say at this point if the HK hospital was for the purpose of avoiding the laws for facilities in the UK. Wouldn’t surprise me, though!

In 1991, under a reform of the healthcare system, the management of the hospital (and other public hospitals) was transferred from the former Medical and Health Department to the Hospital Authority.

Q has succeeded by throwing us a blurred image. We are looking at a whole lot of possibilities. There are now 3 candidates that I’m aware of, in addition to the ES/Prince candidates.
In the process, we have learned things about the Prince - or at least I have - that I would not have known otherwise. I did not know about that Gaetz guy who was with the Clintons. I really had not seen a picture of ES before, so at least I learned a little about him and what he looks like.
Mission accomplished, and I’ll be very interested to see who the winner is! LOL!

You play games in real life for a variety of legitimate purposes: for amusement [if this weren't fun Q would have lost everyone long ago], to create chaos, to confuse the other side, to create opportunities, openings you can take advantage of, swindle or goad the other side into making gross tactical or strategic errors.
