According to Section 1.(a)(iii)(A) this DOES NOT JUST APPLY to FOREIGNERS, but also to persons determined “to have materially assisted, sponsored, or provided financial, material, or technological support for, or goods or services to or in support of ,,,” (foreigners in violations etc.).

No, it specifically mentions Government Employees. Usually EOs apply to people within the Executive Department of the US Government. This is an order giving instructions on who can be arrested and that the property of their ill gotten gains can be seized if what they've been doing is associated with certain proscribed activities under his authority during a National Emergency which, frankly, can be almost unlimited.
