No, it suggests that not all 50 missiles made it to the target. Until there is a damage assessment who knows if there were any active S300 units around and if so how many did they knock-down?

This event does represent a change from 8 years of Obama policy towards Syria, which was to let Assad do whatever he wanted—step over any line—without repercussions.
This would be a reasonable example of "peace through strength", some woiuld argue—and I seriously doubt that this incident will suddenly cause President Trump to become a warmongering neocon.
But let's not let that get in the way of the knee-jerk armchair quarterbacking, conducted by those who have access to much deeper knowledge than the State and Defense departments.
