He absolutely is entitled to see everything. But it’s a case of “you don’t know what you don’t know”. They could vow that they’re showing him everything but not do it; he wouldn’t know the difference.

My theory is that Comey was informed that Trump is now aware of something that contradicted he lied about in his prior testimony before Congress, and he is notifying trying to spin his boss about it.
