He was arrested on suspicion of annoying a minor...Why do some arrests throw in the word "suspicion" and others don't? Aren't all arrests by definition an arrest for "alleged criminal activity" of some kind? Why the "suspicion". Does it indicate less certainty on the part of the arresting officers?
Anybody have any suspicions about this?
