Cop Arrests Man, Forced Him to Leave Family Pet on the Side of the Freeway to Die

On July 13, Josie Garcia’s husband was pulled over by Houston PD for failure to use a turn signal.

The routine traffic stop lead to a search and prescription drugs belonging to the passenger were found. Both men were subsequently arrested and the SUV was impounded. Charges against her husband were dropped days later.

Unfortunately, Garcia’s 14 year old chihuahua, Guero, was along for the ride.

As the men were being taken into custody and the SUV towed, Guero was removed from the vehicle and left on the side of Highway 59.

Garcia’s husband plead with the officer to let him call someone to come get the dog or for the officer to call animal control, who’s shelter was only 2 blocks away.

The officer refused, claiming the dog would be fine.

For the next 3 days Garcia put up missing posters and searched for her beloved pet. Eventually, she received a call to let her know where he was.

Guero had been found, dead, on the side of the highway not far from where the men were pulled over. The elderly chihuahua was nearly blind from cataracts and had been hit by oncoming traffic.

Facts as to what how "prescription drugs belonging to the passenger" led to anybody getting arrested. That makes absolutely NO sense to me.

He might have been on several meds and used one of those "daily pill" cases to carry them.

If the passenger was doing this then yes, they could have arrested him. Not because he was carrying something that he was not prescribed but because he was not carrying it in the "correct" container.

Obtain audio/video of all contacts with big gov.

Just make sure it’s set up to send the data away to a remote hard drive/server/storage backup.

Something doesn’t add up since the Houston SPCA or the Harris County Constable’s office (works with the SPCA a lot) could have had someone there to take custody of the mexican barking rat before the vehicle was towed.

I bet the barking rat was already roadkill somewhere else and the wife fabricated the story to try to 1.) get the husband out of trouble, and 2.) get lots of taxpayer’s $$$$$$$ from some settlement or other.

I can see that. Hwy 59 has some really short on-ramps and practically no deceleration lanes around the 610 loop.

Speeding up and slowing down are a real problem in some areas.

Phencyclidine is the chemical name for PCP. That said, so what. Even if the law was broken it doesn’t give a cop the authority to destroy his property, nor does it change the fact that only a psychopath would leave an elderly dog to wander around in traffic.

I use to take a karate class that had a number of cops in it. They had similar stories. It was not so much how bad the stories were... but the gleeful way they told them. Disturbing.

Yes. Drugs were PCP, not a prescription drug.

Nothing said the charges were dropped on the passenger with the drugs.]

Then WHY does the article say prescription drugs?

And Why did they drop the crages?

Your wild speculation, not a hint of was found anywhere in the story?

Tell me Mr. trooper, are you suggesting this was all planned out later and the elderly chihuahua who was nearly blind from cataracts wasn't hit in the same area by traffic and days later Mr. Garcia and his wife went back to the scene, days later, and planted the dead dog, after beating it with hammers to make it look like it was hit by a car?

The arresting officers should be identifiable within the publically available police report and court proceedings. Get their names, circulate on the PETA, Humane Society, etc discussion boards. Sit back and let nature take it’s course.

So the dog had been dead before all this, and they kept the dead dog, until they could find a way to use it for big $ settlement?

There are other prescription drugs that will field test positive as other illegal drugs, usually because they have a chemical similarity to what the kit is testing for.

Just because the cops say it was PCP doesn’t mean it was.
