Something doesn’t add up since the Houston SPCA or the Harris County Constable’s office (works with the SPCA a lot) could have had someone there to take custody of the mexican barking rat before the vehicle was towed.
I bet the barking rat was already roadkill somewhere else and the wife fabricated the story to try to 1.) get the husband out of trouble, and 2.) get lots of taxpayer’s $$$$$$$ from some settlement or other.

Tell me Mr. trooper, are you suggesting this was all planned out later and the elderly chihuahua who was nearly blind from cataracts wasn't hit in the same area by traffic and days later Mr. Garcia and his wife went back to the scene, days later, and planted the dead dog, after beating it with hammers to make it look like it was hit by a car?

What doesn’t add up is HPD saying it will take up to six months to investigate.
That’s just BS obfuscation hoping the public furor will die out so they can carry on as usual.
The Garcias are making a serious allegation of wrongdoing on the part of HPD. The dept. is taking a big PR hit over this - enough for the mayor to issue a public apology.
Do you find it credible that HPD would offer no comment if the story were made up?
