Your link says nothing about PCP.
Back it up or retract it.
Phencyclidine is the chemical name for PCP. That said, so what. Even if the law was broken it doesn’t give a cop the authority to destroy his property, nor does it change the fact that only a psychopath would leave an elderly dog to wander around in traffic.
