so my latest package no showed again.
it was sent from blinds.com with a tracking #.
USPS claims it was delivered 3/27 . Local PO manager claims the substitute route driver remembers delivering it to our address.
This may or may not be true. I have my doubts since this happened one week prior with a package of mine being delivered to someone 4 blocks away with a completely different name and address.(that person was kind enough to bring it to us)
Do I have any recourse?
If you paid via CC, then dispute it.
Use FedEx
And no, other than calling your bank and despite the charge.
Why anyone uses usps other than first class mail boggles my mind.
If you can’t get help from the local postmaster, contact the postal inspector. You may need to file a complaint.

Against the USPS? No.
Maybe with blinds.com. Or maybe file a dispute with your credit card denying the charges since you never received the product.
Happened to me as well. I contacted the co I purchased it from and they refunded my money. “Sears”
I also filed a claim with the postmaster inspetor general, never heard a word!
nope. house in the suburbs. 100’s of things left at the steps over the years without a problem.

If blinds.com chose the shipper, the obligation is on them to get the package to you to you.
OTOH, if you chose the shipper, or they offered insurance but disclaimed responsibility for lost and damaged shipments, then the loss probably falls to you.

I would phone the seller and advise that it was never received. Let them track it down or send a replacement. If they refuse to do so, presumably you paid with a credit card (just one more reason never to use a debit card),and you can advise your credit card company that the merchandise was never received. At a minimum, they will place the billing of that item on hold.
As to the USPS, that is quite a coincidence of not receiving two packages within a short time period. I suggest you send a letter to your local postmaster. I suspect they have a problem with the substitute letter carrier.
A while back, a woman rang my doorbell. She had a pile of mail for me, some dating back nearly one year. The house next to her had been vacant but she noticed that mail was being dropped off in the street mailbox on a regular basis. She decided to look inside the box where she found it nearly full of mail addressed to other homes. She took it all out and delivered it herself. I never did find out how or why that was happening. It made me double my efforts to make sure that all mail of a confidential nature was changed over to email delivery wherever possible. You can have just about all of your financial and billing account mail delivered via your email address.
She (local postmaster) basically said I’m SOL as the sub swears he/she delivered it.
First Class even boggles my mind. I had a slightly time sensitive document that took 3 full weeks to go 15 miles.
Stealing packages left on doorsteps is a big problem in my neighborhood, particularly around Christmas. My mail carrier leaves my packages between the front door and storm door, or if the package won’t fit, he’ll walk it to my side porch. The side porch isn’t visible from the street. This is an arrangement he and I worked out after one of my deliveries was stolen.

Well, there's the problem. And I don't mean that facetiously.
If you are a frequent online purchaser, use a web cam to capture front porch activity.
Options depending on what you want to spend:
Any usb cam can be used with the free yawcam package.
hootoo and others make fixed outdoor wifi cams for $70,
and point tilt zoom versions for $250.
Also, blue iris makes inexpensive software for recording and
managing captured video clips.
These are people who will be managing your healthcare. That is after they finish delivering your mail.
