A child of that age cannot be held legally responsible for this type of “crime” and if his mother did not have reason to know he would do it or encourage it, she cannot be held responsible either. This is a ridiculous story, and the cop needs to go back to police academy to learn the law.

I sent a few emails to the city officials in Piedmont. Told them they are about to become a national laughingstock.
Just got a response from one councilman:
"Agree. We are working quickly to resolve this sad incident. No one in any capacity can possibly support this. It does not reflect our town and I am sorry this is how you have heard of us. Watch for resolution soon. Thank you for your comments, you are spot on."
