Change is in the air. States from Arizona to Virginia have enacted laws cracking down on illegal immigration. Some target the immigrants; some target their employers. Some rely on local police to do the job; others require that employers use the federal e-Verify system to check the immigration status of employees. Many of these statutes have been challenged in court. Some have been put on hold while others including an Alabama statute regarded as the most stringent of all have been endorsed by federal appeals judges.
These initiatives share a common goal: enforcement of federal immigration laws, something neither political party has been willing to do in Washington.
To young activists, this burst of state involvement seems like a new trend. It is, in fact, merely the latest round in a fight that started in California nearly twenty years ago. Then, as now, the state was in dire economic straights. Over the 199194 period state government revenues declined by over 25 percent while social program caseloads rose dramatically. At its worst, the state deficit equaled one-third of Californias general fund budget.
While the 1990s recession was short lived, social program outlays and caseloads continued rising even after it ended. Gov. Pete Wilson blamed illegal immigration. In his view, the chronic fiscal crisis was caused by a jurisdictional dysfunction: the federal government required California to provide services to illegal aliens, who were state residents only because that same federal government failed to prevent them from crossing the border.
In 1993, Gov. Wilson sued in federal court, arguing that Washington was responsible for reimbursing California for the cost of state services to illegal aliens. Mr. Wilson urged state officials to enforce federal laws restricting welfare eligibility.

Now twenty years later they face the same wave of illegals and court set asides!
In every case and in every issue the left starts the process here in CA.
They know that the conservatives in the other states will just mock and not fight.

Well, I checked out Conda because he was one of the signatories along with Norquist, Tamar Jacoby, and NEWT Gingrich on a pro Bush/Kennedy/McCain Amnesty Letter in the WSJ...you know the one Michelle Bauchman brought up that no one wants to talk about. When Conda left advising Cheney, he went to work for a George Soros organization. Well, Darlin’, this isn’t the first republican primary that we’ve been played for fools, likely won’t be the last from the way it looks.

I remember that 187 got challenged into court and Gray Davis refused to do his job to defend it.
I never got how he didn’t end up guilty of a crime doing that.
He didn’t get in trouble, because the Republican leadership in the state rolled over and let him rub their tummy.

Prop 187 was killed by the decision of one person, Judge Marianne Pfaelzer. When she ruled against the will of the people of California it was the duty of the Governor to appeal her decision so that it could be reviewed by the court of appeals. But this never happened. The people of California had their votes trashed and they were denied a day in court to overturn this judicial tyranny.
The appeal didn’t happen because Judge Pfaelzer sat on her ruling until Pete Wilson was due to leave office; she timed her ruling to coincide with Gray Davis taking office. It appears to me that Pfaelzer colluded with Davis, knowing that he wouldn’t appeal her ruling whereas Pete Wilson would. The timing of her decision was just too convenient for the opponents of 187. And Pfaelzer was certainly sympathetic to the opponents, with her single vote overruling the entire California electorate.
But Prop 187 didn’t have to end there. It’s my understanding that any Governor could still appeal Pfaelzer’s dictatorial ruling. Which means Schwarzenegger. But Arnold was a tool of the GOP establishment, which is why he was supported instead of Tom McClintock, and Arnold was a member of the Open Borders Treason-Lobby wing of the GOP. And he was no more going to appeal Prop 187 than Gray Davis, or Dubya, or any of the rest of the amnesty for illegals crowd that dominates both parties.

He gathered signers from most of the big thinktanks, including the Heritage Foundation, the Reason Foundation, the Cato Institute, the Manhattan Institute, and the Competitive Enterprise Institute. The media reported that these groups had thrown their institutional weight into defeating the measure.
The antics of Jack Kemp and Bill Bennett made the Tocqueville Institution statement appear moderate, however. To media cheers, they echoed the message of their liberal allies. Put simply, they said Prop. 187 is racist. Does anyone seriously doubt that Latino children named Rodriguez would be more likely to appear to be illegal than Anglo children named, say, Jones?
First, they trained all their guns on the woefully underfunded, politically inexperienced grassroots activists in the Yes on 187 committee. They were called every named in the book, as the smear brigade went into overdrive. This well-funded opposition even ran radio ads claiming that 187 was backed by white supremacists. Wow...good old Sabertooth. He was the first one to start investigating Grover Norquist. Sadly we must blame GW for a lot of this mess.
