Nehls said his department was growing frustrated by a rise in unwarranted calls to 911, including a recent one from a young man who called to report that his grandfather was cheating at cards. "We encourage citizens to use 911 for vehicle crashes, EMS, domestic disturbances, and reporting erratic drivers," Nehls said.

My grandpa used to cheat at cards. I never called anyone. I shot his left earlobe off. He dealt straight after that.

Well, if there was an “811” for police calls of lesser importance, there would be a decline in marginal calls to 911.
I have no idea what the local police phone numbers are for every community around me. I could just dial 0 but, having done that before, the hassle is unbelievable.
It would be simple to create a new non-emergency phone number.
You are assuming that most people would remember and be able to discriminate between *two* three-digit numbers... fat chance!
