Well, if there was an “811” for police calls of lesser importance, there would be a decline in marginal calls to 911.

I have no idea what the local police phone numbers are for every community around me. I could just dial 0 but, having done that before, the hassle is unbelievable.

It would be simple to create a new non-emergency phone number.

You are assuming that most people would remember and be able to discriminate between *two* three-digit numbers... fat chance!
