Just from a cursory reading of the headline, it's a laugher. Unless we all stop breathing, there won't be a "zero CO2" ever.
I'm guessing, without viewing, he's speaking of emissions from factories and other equipment. However, the emissions from fuel cell vehicles can be worse, despite the fact it's mostly water vapor. Any large scale introduction of a substance will have an impact.
Purely electric vehicles need the power from somewhere. Solar, at this time, requires a large footprint, materials, and water supply. Not exactly green.

PS: You do know, don’t you, that in exchange for the CO2 we “breathe,” we give back 02 which you humans need to live?
And one square yard of healthy grass is capable of supplying enough 02 to support one human life.
Oh, and one more thing: As a smart man, you also know that the so-called “greenhouse gasses” — the bulk of which is water vapor — comprise about 3% of the atmosphere and C02 makes up about 3% of that. That means that C02 represents around .09% of the total atmosphere. If you’re REALLY concerned about those greenhouse gasses, ask your pal Algore to get some of his friends in Washington to outlaw EVAPORATION. Unless, of course, there is some OTHER agenda behind the “Earth has a fever” bravo sierra.

I’m glad I use Linux (as well as Solaris) and Bill Gates has never gotten a penny of my money. Sure, Linux and Unix have their share of commies (such as Richard “Stalin” Stallman), but not a cent from me has ever gotten into their hands.
