It was discovered in an area next to a suburban Richmond apartment complex under construction and near a mall, Richmond police spokeswoman Karla Peters said.
The state medical examiner was examining the brain, she said. It wasn't clear how long it had been there.
"We're waiting for the medical examiner to determine how we should proceed," Peters said.

I had a friend who moved to CT and had baked a cow’s head for tamales and had it under a kitchen towel on the counter.
Her daughter’s high school chum almost fainted when she lifted the towel! Evidently, tamales aren’t prevalent up north...

I may be wrong. She may have made it for barbacoa. I think tamales come in many flavors but usually they’re pork...?

Yes, the tamales I’m used to are usually made of pork (or at least that’s what I thought, lol) but you’ll also find beef tamales in many TexMex restaurants. I’ve heard of barbacoa but never had it. Isn’t it a steer head buried in a cooking pit?
