Cutts is a witness in a federal lawsuit that could go to trial this year surrounding discrimination claims within the Canton Police Department against black officers. Sounds like a victim to me.

I suspect the boyfriend (or his wife). He has knowledge of police techniques, would have had easy access to Jessie Davis’ bedroom, and whoever did this didn’t harm the son. There was no evidence of a struggle - so Jessie felt safe. He probably strangled her (or something similar so as to leave no blood trail) to her as she slept. I doubt the newborn they found is Jessie’s.

When Cutts first began working for the Sheriff in 1985, no disciplinary action was recommended against an officer with the Fairfax County Police Department who filed a complaint with the Sheriffs department that Cutts "had a white wife," and further that complaint remained in Mr. Cutts personnel file with the Fairfax County Sheriffs Office until 1992.
They sued Fairfax, Virginia for $45 million and apparently won but I can't find how much they got. This has to be the same guy. He posted this at a site called multiracial.com
