Cutts is a witness in a federal lawsuit that could go to trial this year surrounding discrimination claims within the Canton Police Department against black officers.

Sounds like a victim to me.

Check this out. A discrimination suit filed by a Bobby Cutts, sheriff in Virginia. Wonder if he is the same guy or related?
