Indicators of False Accusations (DukeLAX - LieStoppers)

The National Center for Women and Policing, a division of the Feminist Majority Foundation, provides training, and training materials, to law enforcement agencies with the intention of improving the ability of these agencies to response effectively to sexual assault crimes. Among their many informative and instructive publications, is a training manual entitled, “Unfounded Cases and False Accusations.” Examination of this training manual casts further aspersions on both the validity of the Duke Hoax accuser’s claims and the failure of investigators under the direction of District Attorney Mike Nifong to critically inspect those frail accusations.

This training manual is designed, primarily, to discourage law enforcement agencies and officers from viewing allegations of sexual assault from a perspective of suspicion that accusations are often unfounded or false. The first eighteen pages of this law enforcement training manual provides a compelling and persuasive argument for why all accusations of sexual assault require acceptance on face value, initially. To help these agencies identify potentially false accusations, the manual concludes with a six page appendix, “Indicators and Investigation of False Allegations,” which outlines the common characteristics of false accusations. The concluding appendix suggests that an allegation should only be considered skeptically when many of the common characteristics of false allegations are found. In total, the National Center for Women and Policing training manual suggests twenty nine common characteristics of false allegations. Rightfully, the manual cautions:

“An allegation should only be considered suspect when many of the indicators are present, and it should only be determined to be false when the investigative facts directly contradict the victim’s account of events.”

No, I think it's appropriate that LE take all allegations seriously, but also crucial that they critically compare the allegation to other evidenciary aspects. The 29 indicators are offered as a way to effect that critical comparison.

IOW, all defendants are guilty until proven innocent.

Chalmers' daughter indicted in assault

From Staff Reports, N&O, Nov 28, 2006 12:30 AM

DURHAM - A grand jury indicted the daughter of Durham's police chief
Monday in a felony assault case. Stefanie Chalmers, 26, was charged
in June with assault with a deadly weapon inflicting serious injury in connection
with an incident in April.

Authorities say Chalmers hit a woman with a motor vehicle.

The case against Chalmers, the daughter of Durham Police Chief Steve Chalmers,
is being prosecuted by the state Attorney General's Office.

Her attorney, James "Butch" Williams, said he could not comment on specifics
of the case. "I'm looking forward to vigorously defending this action," he said.

No, I think it's appropriate that LE take all allegations seriously, but also crucial that they critically compare the allegation to other evidenciary aspects.

I seriously doubt that's what this group wants. Also consider that a DA can get an indictment against a ham sandwich. All a vengeful girlfriend has to do to railroad a man out of house and home is make a sexual abuse accusation, and he'll literally have to mortgage his house to pay for the lawyers. Also figure in that an accuser's name is never made public (whatever happened to facing your accuser in an open court of law?) such allegations tend to destroy lives even if the accused is acquitted. This is one of the several reasons the present justice garners absolutely no respect.

It's called PR. They don't want to look too extreme after all.

When someone comes out with a pamphlet along the lines of 'Policing With Respect to a Citizen's Inalienable Constitutional Rights' then I'll be impressed.

No indication in the article as to where the assault took place (other than the dateline). 'tis curious, tho, isn't it? I guess someone decided that the Nifong/Chalmers axis was a bit too... incestuous.

The only critter on earth lower than a rapist,is a critter who makes a false accusation of rape. Unless it's a DA who prosecutes while knowing the charges are false.

(06/23/06 - DURHAM) - Stefanie Chalmers ended up in handcuffs Tuesday in connection with an incident that happened two-months ago leaving some people to wonder if the police chief's daughter is getting special treatment.

It appears that's not the case for Stefanie Chalmers  the daughter of Durham's Police Chief, Steve Chalmers.

She was a no-show in traffic court on Thursday for a handicap parking violation. Just a few days before, she was arrested for assault with a deadly weapon for an incident that happened two months ago on North Roxboro Street.

Conflict of interest? Notice Butch Williams has the
case. This was where she tried to run someone over
in a parking lot. The warrants went missing for months.

Then this summer Chief Chalmers and City Manager
Baker signed a sweetheart retirement package.
Eighteen months to hang on and retire on a fat pension.

All the while taking care of his sick mother and doing
city business on his Rasberry. If this doesn't smell
like a 'conspiracy' then we've been in the cesspool
too long.

(Roy A. Cooper, III) was elected North Carolina Attorney General in November 2000 and took office on January 6, 2001; he was re-elected for a second term in 2004. Cooper was mentioned as a possible Democratic candidate for North Carolina governor, but he has decided to run for re-election as Attorney General in 2008, instead. [1] The current governor, Mike Easley, succeeded to the post of governor after serving as state attorney general.

While I agree that a group like this is highly ideological, it's possible, just possible, that they understand that every claim of rape that's proven to be false damages every future true claim of rape.
