No, I think it's appropriate that LE take all allegations seriously, but also crucial that they critically compare the allegation to other evidenciary aspects. The 29 indicators are offered as a way to effect that critical comparison.
IOW, all defendants are guilty until proven innocent.

I seriously doubt that's what this group wants. Also consider that a DA can get an indictment against a ham sandwich. All a vengeful girlfriend has to do to railroad a man out of house and home is make a sexual abuse accusation, and he'll literally have to mortgage his house to pay for the lawyers. Also figure in that an accuser's name is never made public (whatever happened to facing your accuser in an open court of law?) such allegations tend to destroy lives even if the accused is acquitted. This is one of the several reasons the present justice garners absolutely no respect.
