This training manual is designed, primarily, to discourage law enforcement agencies and officers from viewing allegations of sexual assault from a perspective of suspicion that accusations are often unfounded or false.
IOW, all defendants are guilty until proven innocent.

The only critter on earth lower than a rapist,is a critter who makes a false accusation of rape. Unless it's a DA who prosecutes while knowing the charges are false.
