The Atkins is the diet I'm on now. Since the end of February, I've lost about 15 pounds, which doesn't sound like much, but I'm a slow loser. Still, I can see the difference in my clothes already.

This MAY explain some things.
It is summer now, and the A/C is no doubt on. In apartments, too often WAAAAYY too many ckts. are tied to one supply line. It is likely that your hair dryer is just overloading the ckt. Hair dryers use a LOT of power, you could run a 15k+ A/C unit nowdays, on LESS power than one of those 1600w. hair dryers(Of course, the HD is only on for a few minutes, but while it is on, it is a BIG draw!!)
Sounds like just "too much" "stuff" is plugged into the line!!

We don't have A/C...except for the portable one we use sometimes at night. Maybe all the apartments are wired together in some funky way.

Not to bore you to tears...but when I try and run the blow dryer, these are all the items currently running:
Fridge (always on)
TiVo box (always on)
Cable box (always on)
Lights in the bathroom
Microwave clock
digital clock in bedroom
phone, cable modem, router (always on)
