Not to bore you to tears...but when I try and run the blow dryer, these are all the items currently running:

Fridge (always on)
TiVo box (always on)
Cable box (always on)
Lights in the bathroom
Microwave clock
digital clock in bedroom
phone, cable modem, router (always on)

You are not boring me. I enjoy trying to figue out these kind of things!!

Now. In the list you gave, only the refrigerator is a moderately heavy-draw item. The others, (such as the Tivo, cable box, computer, clocks, etc) do NOT amount to any significant draw. Unless you have a LOT of lights on in your bathroom, those don't either.

It IS possible that a number of Apts. Are wired to a few ckts. If this is the case, however, you would have had a problem long before now.

Do you have a service entrance (fuse panel) in your apt?? Or is there a common one , perhaps in the hall, for several apts??
