Former Gov Codey was pretty busy signing many items into NJ law before Corzine stepped up this week.
One of the Amendments Codey signed into law is the Model School Nutrition Program.

I became curious because it seems to be an initiative of the USDA. I always thought it was the FDA that dealt with foods and labeling.
Anyway, the School Nutrition Policy is an effort of another initiative called Healthy People 2010. The Model School Nutrition Program is the first implementations of the Healthy People 2010 Project.
The USDA, State and Local levels are presenting this as a FEDERAL program.

The CDC says it is a Non Governmental Organization.
The Goal of the Healthy People 2010 Project is to have all our health and food safety needs tracked in a National Database by 2010. The school children's lunches are the first steps.
Made me go hmmmm.
The USDA is also working on strong arming the animal producers into having all of their animals tracked in a national database too for food safety issues.
NATIONAL ANIMAL ID SYSTEM
The National Animal Identification System is being put into place “to enable 48 hour traceback of the movements of any diseased or exposed animal.”
The NAIS consists of three components:
# Premises registration
# Animal identification
# Animal tracking
Those putting this into place do not consider you the owner of your animals. Their approach to this is “We must ensure the participation requirements of the NAIS not only provide the results necessary to maintain the health of the national herd …
The government is already encouraging voluntary registration on the radio.
“The USDA…will enact regulations by early 2008, requiring stakeholders to identify their premises and animals. At that time, all animals leaving their current premises must be identified with the AIN or Group/Lot ID.
Even with public funding, there will be costs to producers. Both public and private funding will be required for the NAIS to become fully operational. The Federal government is providing the standards, national databases, and basic infrastructure.

Dr. Randy Wykoff, Deputy Assistant Secretary for Health for Disease Prevention and Health Promotion, DHHS, presented an overview of Healthy People 2010, including the Leading Health Indicators, and possible ways to maximize this initiative. Healthy People 2010 is coordinated by the DHHS Office for Disease Prevention and Health Promotion.
Dr. Wykoff noted that Healthy People 2010 is a comprehensive set of national 10-year objectives that are developed through a collaborative process involving both the public and private sectors. All the objectives are specific and measurable over time based on data. The document, published and distributed by the Federal Government, also is a statistical description of the health status of Americans, including racial and ethnic disparities; a textbook on current public health priorities; and an important part of the national strategic plan for improving health. Healthy People 2010 is the third iteration of an effort that began in 1979 with publication of the Surgeon General's Report on Health Promotion and Disease Prevention. Ever larger and more complex, this iteration has two overarching goals, 28 focus areas, 467 objectives, and 10 leading health indicators.

Now why wasn't I surprised- just cruising through the information, I could see a Clinton footprint all over it.
There have been visible efforts in school lunchrooms over the last couple years to improve childrens' health and eating habits. Removing soda machines, ice cream, chips, etc. Banners up, EAT SMART, etc. And, in the last couple of years a strange form was sent home for health records at the beginning of the year... I wasn't very comfortable with it. I'm kind of funny about giving too much information/abdicating my responsibilies as a parent to the 'state'. (I once was the lone delegate who made a bit of a stink at a state PTA convention over a resolution about ADD/ADHD diagnosing and medicating advise being done by teachers.) Of course, I was told the health form was just a good way for schools to help keep track of yadayadayada. I filled out the name and address and that was it. I don't remember if it was a state or federal form.
My very first thought on this was after wondering about if this was part of Hillary's health care program...was premptive measures. There were reports not long ago about a couple schools somewhere in the world where quite a few kids became sick from some native veggie and I wondered then if there was anything in the pipeline to prevent this kind of think from being replicated with an evil intent.
Of course there are mad cow disease issues as well.
I haven't read the whole of your post, it's pretty expansive, and will take awhile to 'digest' LOL! But it certainly is interesting! And to think folks worry about human chips...

And yes, that ADHD form comes under the same grants as the healthypeople.gov granting.
What I'm finding is, the healthypeople.gov program has been enacting 'partnerships' with agencies such as the USDA, CDC, FDA, etc, etc, so they aren't a government entity. But then they use the partnership to front themselves as a government initiative.
So, your school was used to gather info for this database.
I should add I was the lone delegate of the sheeple in my state. I was pulled aside by a national representative after requesting discussion, and being denied, and was told he could not believe what had just happened (sheeple effect), as it was a hotly contested resolution at the national level.
I might also add that our school system recently began hosting an annual forum for community leaders at the equestriene center-at the second forum (last year) health was the topic and the CEO of BCBS was the keynote speaker.
Many teachers in the area are wearing pedometers. My daughter thought that was ridiculous, felt kids should be monitoring their steps. But the point was to get the teachers to be an example ; ) Where the funding was provided for these is anyone's guess.

Private Group Formed for NAIS Oversight
A private group has been formed to oversee the National Animal Identification System. The United States Animal Identification Organization (USAIO) held their first meeting via teleconference this week, where the board's first three members were elected.
One leader of the organization is National Cattlemens Beef Association member Rick Stott of Boise, Idaho. He says the group is a non-profit, independent organization with just one purpose: to provide an industry controlled entity to manage the national animal identification movement database.
Stott says the database, as envisioned by the new group, meets the expectations many livestock and agriculture organizations have for the animal identification system. According to Stott, this included producer confidentiality and low costs.
He says the cost of the database should be no more than 30 cents per head, when spread across the life of an animal. The new group plans to split the costs of running the database will other segments of the meat industry.
Although there are only three board members of the USAIO currently, Stott says that number will grow. He says the board will include members from a variety of farm groups with an interest in animal identification, like Farm Bureau, R-CALF, Livestock Marketing Association and representatives of the swine and poultry industries.
The new board members have also submitted a Memorandum of Understanding to U.S. Department of Agriculture, in hopes of forming a strategic partnership. Stott says that will fulfill the agriculture secretarys request for an industry-developed database.
Thanks for the alert, Cal. You did a lot of research! I have been reading through your posts, and this tie between tracking animals and tracking school lunches (handled by the same organization) does seem strange.
Most people probably would think it sounds like a conspiracy theory, but these little baby steps are all it takes...
I honestly know it sounds crazy. But I tracked them both back to the same NGO. And they both have databases for tracking???
I found more information that is damn frightening too....

Since 1946, the National School Lunch Program (NSLP) has provided nutritional lunches to children in participating schools. In 2004, over 94,600 schools (grades K-12) participated in the NSLP. Any student in these schools can get lunch in the NSLP regardless of the student's household income. Depending on guidelines based on household income and size, eligible students can receive free or reduced-price lunches. In 2004, cafeterias served 4.8 billion lunches. The NSLP also provided 154 million afterschool snacks. The cost to USDA of providing lunches and snacks was $7.6 billion.
USDA's Food and Nutrition Service (FNS) administers the NSLP and reimburses participating schools' foodservice departments for the meals served to students. To receive reimbursement, the schools must serve lunches that meet minimum nutritional guidelines. These nutritional guidelines include providing one-third of the Recommended Dietary Allowance (RDA) of protein, calcium, iron, and vitamins A and C.
Schools receive and process applications from households interested in having their children receive free or reduced-price meals. Beginning in 1991, schools could "directly certify" students for free meals. Direct certification identifies students from households likely to be eligible for free meals based on the household's participation in a recent period in the Food Stamp Program, Temporary Assistance to Needy Families, or the Food Distribution Program on Indian Reservations. Direct certification is intended to increase certification for students by reducing the household's time and effort needed to obtain certification, and to reduce certification errors through the use of existing administrative documentation.
A recent concern has been that some students may receive free meals in error—that is, without their households meeting the income eligibility guidelines. ERS has studied direct certification's effects on program access and integrity. The study report finds that directly certifying school kids for free meals raises participation in the NSLP, increases the number of kids certified for free meals, and lowers the number deemed ineligible for the benefits they receive. Food and Nutrition Service (FNS) is conducting studies of application and certification processes. Recent FNS reports address eligibility and certification accuracy as well as many other aspects of school foodservice operations.

Right. My comment was referring to labeling though. Labeling is normally done through the FDA. USDA is involved with meats. But this is USDA labeling of foods other than meats.

I found a bunch of txt files that went from associations that joined in the participation of the NAIS.
The data transfered contained private data. The data being collected is much more than animal tracking info.
