If Card was a big factor in the Miers pick he should be moved elsewhere. It was a big mistake.
What's his qualifications for Treasury? Formerly head of the Arabian Horse Assn.?
Card would inspire as much confidence at Treasury as he did with the inspired Miers pick.

I'm sure Card is a decent guy, and he has received credit for having almost no ego, but I have criticized him regularly in FR threads. In his public appearances, I've never seen him do anything but artlessly mouth the talking points of the day. No creativity, no insight.
That's fine if your only role is to act as a gatekeeper. But if suddenly you have to step up, in Rove's absence, and provide front-line advice, it can lead to mistakes.
Only Bush knows for sure.

It seems silly to skip tomorrow because of Halloween, but does anyone doubt that the Barbara Boxers of the world would shamelessly step before a mike and proclaim something along the line "this is the worst Halloween trick the President could have played on the American people"?

If he was dissatisfied with Card (as well he should be), why would he send him over to Treasury? Let him resign to pursue a run for office in MA, or some other face-saving phrase, but OUT.
President Bush took on the more entrenched holdovers from the Clinton administration. He showed them no prejudice and has allowed them to demostrate their merit or failure.
As President, you don't have the ability or permission to replace 100% of the entire government the day you get elected, even though the msm would like you to think so.

I think the off year elections will have a very low turn out, and will be decided by base turn out. I would get them fired up if possible.
