Last night I didn’t win the $1.3 b mega million, but I had the mega number plus one other good for $4. So I bought a scratcher at the local Ralphs(Kroger in most of the country). The scratcher won $200. But the store refused to cash it saying they didn’t have enough money. The manager was in the back of the store but the guy who refused to cas my ticket would not let me talk to the manager. I got my money from a smoke shop two doors down. I filed a complaint with California lottery and gave the store a 1 star rating on yelp. Let’s see what happens. Didn’t have $200? That is bogus, so let’s ser
They had to call Germany to get permission from Klaus Schwab to give you cash - but on his end the power was out. :)
It used to be anything $100 or more was sent to a lottery agency. But that was years ago, so maybe that’s changed.
Might have been afraid of counterfeits. IDK.

Can’t speak to Californicatia but in Alberta (occupied by Canaduh), on the Alberta Lotteries website and possibly on tix, they state that any prize up to $100 can be cashed at a retail site HOWEVER, you must check with the retailer before cashing. Higher win amounts have different procedures. I suspect that Californicatia would have something similar, though the amounts would vary.
Guess they have lost your business then.
Today’s home printers are quite capable of making authentic looking items. You have to really know how to spot a fake not to get fooled. Sometimes even the watermarks have been replicated.

I ran into a similar problem this morning. They wouldn’t cash my billion dollar megamillion ticket either. So it ain’t just them.
The bar code should be enough.
Over a certain amount ( not sure but it used to be $600). and you have to go to a lottery office. Requires filling out lots of tax paper work

Keep your store receipt, to make it easier to prove.
