Or next time, don’t park the new 3rd bike out where it can be stolen.
Keep calling....keep calling...explain what happened...how you fixed it..and give them the name of the officer who said they were too busy...talk to the watch commander ...everybody you can....sometimes they really are too busy...like very serious crimes..and sometimes they don’t want to be bothered. The person who said they were too busy may a serial service denier or just having a bad day...good luck...
Offer to buy it, and take it for a test drive.

Looks as though all which could be done under the circumstances has been done. Sorry your son had his property stolen. Was bike padlocked? It should not matter, but the question will probably come up.

It might be another site similar to Craigslist, but less crowded.
Cops rarely to anything. If you were a cop or politically connected, they’d help.
Arrange to meet the “sellers” then kick their asses and take the bike back.

I still miss the two bikes that I had stolen in Oakland, CA. My mistakes. I used silly locks.
If the bike is on Offer Up, then call, ask to see the bike and go visit the bike with a Marine friend.
Call Local news program and tell them. Then tell them that you are going go buy the bike bake and attempt a citizens arrest. Would they like to document the arrest because PD is too busy to do anything. Then call local PD and tell them what you told the news program.
Call the PD in the area it was offered for sale. Then contact the person trying to sell it. Arrange the time, bring any support you have for ownership. Have the police meet you there.
I know how I would’ve proceeded, back in the day in North Philly…And I can guarantee you that the son of a bitch who stole my bike Would be limping for the rest of his life from a blown out knee cap… Because it accidentally met the business end of a lead pipe.
That’s how we settled things back in the day. No need to get Police involved, if you know who the perp is.
If it was stolen from your driveway it is covered under your homeowners insurance. Tell the insurance company to pay up or get the bike back.
This happened to me once. What ended up happening was I got paid to go buy my bike from the pawn shop. Don’t ask me why I was forced to do it that way. But I was.
Do not meet them alone. Try to set up a meeting, suggest the local PD lobby. I wish you the best. The lackadaisical attitude exhibited by the cops is not surprising, tbh.
Sadly, our police and judiciary have stopped enforcing the law and they are now all but facilitating crime by their inaction. I anticipate that violent mass vigilantism in this country is only months away.
