Arrange a time to meet to buy it. Then, call 911 as you arrive at the meet to report that you will be retrieving your stolen property by force, give them the address, then hang up. You should have all the police back-up you need, and the "seller" (thief) will likely not contest your retrieval.

Sadly, our police and judiciary have stopped enforcing the law and they are now all but facilitating crime by their inaction. I anticipate that violent mass vigilantism in this country is only months away.

Had a friend who lived in a sketchy part of town when he was first married and they were always fighting prostitutes, drug dealers in the front of the house. If it was especially bad, he’d call 911 and when he got the brush off, he’d tell them that he had a gun and would deal with it. Cops would show up then.
