-The athlete who threw the punch had earlier got in the way of the lead runner.
-After still obscuring the track, the runner pushed him out of the way.
-On the subsequent lap, the other athlete sucker punched the runner the face, knocking him over - he managed to get to his feet and complete the race.

Now, the family is considering filing a civil lawsuit against the other student and the track invitation event that hosted the race, their attorney says.

Yes, pushes sometimes occur in races. It is worse in cross country, where there is not a large crowd and officials observing everything. However, in this case the black kid was apparently not even in the race, but ran on to the track and blocked the lead runner who pushed him. The black kid then took offense to that and attacked the lead runner as shown.
Presumably, the officials and coaches were afraid to do anything about the running on to the track and blocking the runner, just as the police are now not filing charges.
Assuming it was a sanctioned race of some sort, being unofficially on the track could be seen as trespassing.
America is becoming a miserable place to live in if you’re white.

I would absolutely file suit against the PD and the city for the cops’ threatening to arrest me or my kid for acting within the law to protect our rights. That’s obviously completely illegal. I hope they got the deputies’ names. They need to be fired.
When it is realized that the cops are useless, someone is going to pull out their weapon on the way down, and do a Bernhard Goetz for the kill shot.

Apparently, it’s gotten so bad in allowing blacks do what they want even the police help them. If the lawyer will take the case on commission, I’d say sue the guy and the event organizers.

A similar situation happened to me perhaps 20 years ago. I was pissed.
3 guys started trouble with me at a Banos restaurant, 1 confronted mw from front and 2 unbeknownst to me got on all 4’s behind me, when I backed up they tripped me and we all were on the ground. In an instant 2 police were grabbing us, don’t think a punch was thrown.
I tell the cops I want to press charges, police say if you do,they arrest all of us, I could not believe that.
I went to the state attorney and they were found guilty, iirc, but very little punishment, community service I believe.

He wasn’t a participant in the race.. He was watching the race from infield, then decided to block the leader of the race’s path on the track.
I think that is what many people are misunderstanding. The black “teen” should NOT have been on the track at all.

I ran track and played football in high school. If a clown like this deliberately blocked my path my inner fullback would have instinctively come out and I would have run right through him.
The puncher appears to be a non-participant in the event occurring on the track. He was obstructing the event and has no business being there.
A star miler probably runs cross country in the fall, and if not that play football. I wasn’t a good cross country runner, but you might deal with someone elbowing you or whatever. He did what you might do if someone not in the race got in your way in cross country on a sidewalk or trail or something.
It might have been better to just leave the race and go to the infield after being blocked twice by this clown not in the race.Then let the officials and coaches figure out what to do. The race should probably be void and the player and his team penalized.
I can see why the police did not want to deal with it in the current environment and treated it like a fight. That is what happened to Goetz. Earlier guys tried to mug him and the cops treated like a fight, which got him angry.
