The odd-looking De Lisle carbine was the Frankenstein monster of rifles, made up of pistol, rifle, and submachine gun parts.
Origins
The De Lisle rifle was designed to arm British Commandos for secret, silent operations in Europe during the Second World War. And the rifle, actually a carbine, filled a special niche role: it was small, light-weight — and most importantly, one of if not the quietest rifle produced during the Second World War.

The day is rapidly approaching where such a carbine would be setup her in the US. I wonder how hard the would be to reverse engineer?

Leave it to the Brits...or the French..to come up an absolute POS firearm. The last decent rifle they came up with was the Lee Enfield over 100 years ago. And a pistol...never.

Back in the 80s and early 90s the plans for homemade weapons were widely distributed to anyone who was interested.
Depends what your end goals are. There aren’t many pistol caliber bolt actions out there. The Ruger 77/44 was the most recent.

The Maxim Silencer was based off of the mufflers on cars, and are actually not that complex, the tricky part would be modifying the firearm to be suppressed, depending on the barrel, action, etc. It a the type of thing a hobby machinist could do on a mini lathe. When you start looking at cans going on a semi-auto pistols (with the exception of .22 caliber, and blowback pistols in larger calibers Walther PPK, HiPoint pistols, etc.), a Neilson Device, or Booster Piston usually needs to be part of the design to help cycle the pistol.
