A sniper that shoots an exploding bullet, sounds far fetched out of a James Bond movie. Exploding rounds have been around since World War II. The Germans made an 8mm rifle ammunition which exploded upon impact.
Though the round was banned by the Hague Convention this didnt stop the usage of it. During World War II both Russia and Germany were firing exploding bullets from sniper rifles. These vicious projectiles were used horrifically on human targets during the war.
Originally these exploding rounds concepts were used for sabotage operations which were left behind for enemy forces, generally insurgents, to find and use. It was designed to explode and destroy the weapon it is used in and perhaps injure or kill the person attempting to fire the weapon. Some exploding rounds were used to sight in guns and used in small arms exploding ammunition can include rocket-propelled grenades or mortar shells.
Inside these rounds a projectile within a projectile. A little firing pin is embedded inside of it and would strike the explosive on impact. Read the rest of exploding bullets.
The amount of explosive you could fit inside a bullet seems fairly small. You could probably do more damage by selecting a hollow-point of frangible round, propelled at higher velocity.

Kinda puts a new twist or lack thereof on the German-Russian sniper battle movie about 12-15 years ago - they must have failed to write those cute little bullets into the script.
They used the exploding bullets but most snipers used solid rounds.
Dum-dum rounds date back to the Boer War. Urban legend or real, the story goes, they were made by scoring the round with a cross. Presumably this was done with rounded ( as opposed to pointed bullets today) cartridges.
Effect was a small entry wound and a massive exit wound. Like I said, urban legend or truth.

Videos of Muslims in Afghanistan cartwheeling upon impact of a long range 50 cal sniper rifle kind of makes the exploding ammo moot....depleted uranium slugs from an A-10 cut through a tank and generate so much heat the material turns into beads of molten, high speed metal and purees those inside.
