The Book on Sessions is that he is very adverse to confrontation.
He folded like a dime store cardboard belt in front of Al Frankenstein then recused himself...if that is any indicator.

My pick is “a”.
He’s compromised by his past and is terrified he will be outed.

He will appear when everyone is in the kill zone, and there is no way out. He can't do it now with a divided country and mid-terms undecided. There's just one problem with this theory: there's plenty of stuff he could be prosecuting that would have zero impact on the recusal/investigation and have minimal impact in disrupting/alerting "the swamp" — as an example, he could direct the DOJ to come down on patent trolls (the companies which acquire patents and then make their money by pushing infringement cases), he could investigate the rampant H1B fraud (especially in the tech sector), he could investigate/prosecute the OPM breach (allegedly from china) from a few years ago [IIRC nobody was held to account], or investigate/prosecute the Wells Fargo institutionalized identity-theft incident [namely how they got out of it by paying such a paltry fine].

That's not a problem when you consider any leader of such a large organization that is corrupt, has to be re-tooled, and he himself has to gain appreciation for each area he intends to pursue with finite resources, keeping in mind all of these areas you mention pale in comparison to the main objective: kill the conspirators and their co-conspirators with Lady Justice.
The OPM breech, in which I was a victim, isn't going anywhere. Waste of time. It boils down to bad management. There is nothing statutory for the DOJ. The IG on the other hand could recommend disciplinary actions-- but it would be tough because of the climate of the previous administration to do nothing.
